it depends on the age of the scar and if it's flat like at the same level as the skin.
if it is you can tattoo over it, the tattooist will just have to go over it a couple of times so the colour comes out as bright as the rest. but if it's old and flat enough it will only need to be done once.
I have keloids and Ive gone to several tattoo artists who flatly refused to tattoo me because of the risk of the skin tattooed making a keloid. A tribe in Africa purposely scars its tribe members (sorry I don't know the exact tribe name) and the thicker scars are more desirable, so in some cultures, scars are beautiful. I know Ive gotten many strange looks from people because of a keloid I have on my chest. I tell them such things as "I got shot in a gang fight" which isn't true, or "it bothers everyone else but me" those two replies usually shut people up immediately. I still get embarassed sometimes but I don't try to hide it, its a part of me, why hide it just because its not most people's idea of beautiful. When I heard of the African tribe that practices scarification, I considered going through that myself. Its just an idea...
