No the USB port can not download anything from the games portion of the HDD. It was designed not to be allowed so that copyrighted information could not be downloaded and transferred to another console.

No you can not download and play PS2 games that way.
No games must be saved from actually playing on that PS3 and into the memory card that you build into the PS3 hdd. You can not then download these into a USB port. Nothing from games HDD section can be downloaded to the USB port and used in another console.
In order to download games to the Nintendo DS, you must go to DS Download Play and download it from another Nintendo DS. Unfortunately, as soon as you exit out of the game you downloaded, you cannot go back to it and it is not saved to your DS so that you can play anytime you like. Sorry this doen't really answer the question but it is very helpful to know this.

Yes, the game is saved on the actual DS card, not the console.
