With DVR you can pause live TV.
Say your watching the 10pm news
A commercial break is about to happen....
You hit the "pause" key on your remote control and have now froze the screen.
While the screen is frozen you will hear no sound at all.
A few minutes later you hit the "live" key on the remote.
The sound and picture now return to what is broadcasting live.
You have just skipped over a few minutes of tv broadcast.
Without hearing or seeing what was on (commercials!).
The problem is (a minor one), you may pause the tv too long or too short.
Too short and you will catch the remainder of commercial(s).
Too long and you will miss a portion of the broadcast (10pm news for ex).
Two things you can do if this occurs:
Rewind if you paused to long.
Or press the "pause" key again if you didn't freeze the screen long enough to avoid commercials.
So yes - you can eliminate commercials manually.

no but you can record tv shows and watch them later. you can only fastforward through commercials when watching a recording.

It would not cost extra to use your own DVR with cable from a cable company. However, you would need to make sure you are using a different DVR than what your cable company provides when you order DVR through them. As many times it is common their will be a code to input in order to use the DVR feature, this is the main reason for the need of having a different DVR.
Yes, a DVR can be used without purchasing additional services. Having Internet or a phoneline would be better than having no services, but you should not skimp on the basics. What you do get, get the good stuff.
