Yes you can get a iPhone without 4G and still have wifi, I currently have a iPad and I am not connected to my phone network, it works very well but if you don't have wifi around you, you can't go on the internet or other things involving web, I'm not sure if this is the same for the iPhone, but I'm assuming it is
