No ... unless it is damp or wet... Remember that you can get shocked by touching a single bare wire if you happen to be standing on a damp or flooded floor of a building or on bare earth.

If you happen to touch two bare wires at the same time, you could then be completing the electrical circuit that would normally be connected to a switch or socket outlet.

For safety's sake, be sure to turn off the circuit breaker - or remove the fuse - for the associated wiring before you ever attempt to do any work on it.

Something like that happened to me. I was lying in bed about to fall asleep. Not touching anything electrical. Just as I was falling into a dream, I heard a "snap" or crack and felt a powerful shock on my finger.

A little while later, I realized I had a ring on that finger, and no other jewelry on my body. Has that happened to anyone else?

probably if that piece of metal can conduct electricity and is being struck by lightning whilst you are touching it so it's best not to do that or.......OUCH!!!!!!!!
