Once you have their interest, you can ask if they're interested in you, etc. Then you can go to the Priest in Riften at the Temple of Mara. He will arrange your wedding. The wedding usually starts and ends around dusk to dawn the next day. I recommend just waiting 24 hours at the temple. If you accidentally miss your wedding, don't worry... you can ask your spouse for another chance. Then talk to the priest again. But don't miss the second wedding ceremony.
