It depends on where they went to RTC; e.g., if it was in San Diego like myself, the base is closed, so it would be pretty difficult to find the source photographers. Everyone had their personal pics taken, which were also included in the RTC graduation book.

If you know the sailor's Recruit Company number and when they graduated, it's easier (not real easy, but not impossible) to search for a copy of the graduation book online, similar to a yearbook. Relatives can always find it in the sailor's Veteran records, which are available by request through the eVetRecs system at the National Archives.
