It is unlikely that most lower-end Android devices will receive this update, as 3.0 was designed for use with Tablet devices.
It is possible, however, that more well-known high-end devices such as the Galaxy S and the Desire will receive the update. Note that HTC Devices will take a little longer to ship out the update as they like to use their own OS, Sense, which will have to be redeveloped and implemented onto their various devices before it can be used.
In any likelihood, it is likely to be at least another 12 months after 3.0 is released before we start seeing updates to older devices, and even longer to see it as standard on mobile phones.
