No. They either lack in popularity or the designs like Hedorah would take up time constraint, and even if you did, the game would crash due to the way the monsters are made. Zilla can't be playable because his popularity is very low and monster x is not likeable. Bagan didn't make it because the programmers just didnt want to risk it.
