No you cant, simply because the rain will cause a short to ground causing low insulation (megger results)... The only way is to make sure the phase you are testing is dry and no path from phase to ground is present. usually drying the phase the sanding it down while keeping it covered will give you more realistic results or you can just wait till the rain stops :)

Of course you can. The devices that you are probably meggering are inside or under cover. If it is a motor,their winding are totally enclosed in the motor's frame and have no possible way of getting wet by rain. Any electrical equipment that is outdoors must have an outdoor rating. This means that the equipment must be protected from any inclement weather conditions. Depending on the type of megger that you are using, just crank it up or push the button and take the reading.
