Yes, if you do something wrong you should receive a negative counseling statement even if you have never been counseled. It is the responsibility of the Non-commissioned Officers to counsel their Soldiers when they arrive to the unit and on a monthly basis, if your NCO is not doing this then he is not doing his job. Remember a counseling statement is just a form of communication between the leader and his subordinate and should be used to let you know how you are doing with regard to your overall performance both Good and Bad so don't sweat a negative counseling too much just take it as a warning and get squared away.
