On iPhone you can't transfer files to other devices only to other iPhone and that with a program you can go to settings>general and theres the option bluetooth
Every phone has blue tooth these days. What you need to find out is what functionality the bluetooth on that phone has. For example, with iphone, the bluetooth can be used to connect a headset but is not suited for transferring files. Most phones will have better functionality with their bluetooths than iphones.
