What is the thing that is attached to your foreskin and your penis head?

The frenulum.

Where would one find the frenulum?

If it is doing what it is supposed to do. which is cause the foreskin to move back over the glans of the penis when it is flaccid. it is easily distinguishable when puling the foreskin right back as a separate chord like entity that reaches from the glans to the foreskin for about 15mm until it seems to blend back into the foreskin. so it is not actually tight at all it only becomes tight when the foreskin is pulled back. the tightens of the frenulum may well be associated with the tightness of the foreskin round the penis itself. loosen the foreskin and you loosen the frenulum.

What it means to be circumcise?

If a male is circumcised then he has had a surgical procedure during which part of the skin of the penis, called the foreskin, is cut off. This leaves the head of the penis exposed and uncovered. To be circumcised is to have circumcision performed. This is the removal of the foreskin, the skin and tissue that covers the head (glans) of a penis.Circumcision is a tradition with Jewish families, in which the foreskin of the penis is cut off (along with a small section of the frenulum), when the boy is still a baby.

Did you understand you were circumcised did you find out when you saw a boy with a foreskin on his penis?

No, I did not. I thought I would still grow a foreskin.

Accidentally cut my frenulum.. is it bad?

We'll I used to have a ear ring in the base of my penis where the frenulum is, but one day it got caught and ripped the frenulum in two. It was a little sore, but all i did was cut the torn the frenulum upto the head, so there was no 'slack' and left the other to part to heal. I suppose i could have seen a doc, but i didn't think it was worth repairing. I've had no problem with sex or having an erection, sometimes, I think having my head more exposed, without the foreskin in the way increases the sensation, I just think it depends on whay you'v done??
