I wouldn't. It will turn out more bitter than you expect.
Yes
Generally, white vinegar is often synthetic acetic acid, and cider vinegar is fermented from apple cider. The difference in cooking is one of flavor, as the two have similar chemical properties.
Malt vinegar, white wine vinegar, white spirit vinegar. Spirit vinegar doesn't taste as good as any of the brewed vinegars. The closest substitute is probably white wine vinegar mixed with an equal quantity of apple juice. Failing that, mix apple juice with malt vinegar. Red wine vinegar would give a taste that you might not want.
Usually grapes (think sour wine), but sometimes apples (apple cider vinegar) and also from barley (malt vinegar).

It depends on the 'help the?' part of the question? In cooking, it is not just malt vinegar (a favourite along with salt on fish and chips in Britain) that can be used to flavour dishes. Some recipes call for an apple cider vinegar. If cooking is not involved, then ask the question again with more detail.
Candida is very tricky to get rid of. The only vinegar ever mentioned that many people find to be an effective treatment for candida is Organic Raw Apple Cider Vinegar, with the mother. Candida feeds off of any other kind of vinegar so only consume the Raw Apple Cider Vinegar. ------------------------------------------------------------------------------------------------------- The chemical "vinegar" is the same if it made from malt, wine or cider. The above recommendation does not seem to have any rational basis. If you are suffering from thrush I would recommend you go and see a qualified medical practitioner (a Doctor) about it.
Red wine vinegar is red wine which has oxidized to turn into vinegar. Unless your vinegar is what is called "non-brewed condiment," ALL vinegar is oxidized alcoholic liquor. Wine vinegars are made from wines, cider vinegar is made from fermented apple juice, malt vinegar is made from a simple beer, etc.
If it is sticky with anything sweet with sugar, water only spreads it and makes it worse. Use VINEGAR! Any kind! I once tried to make fondant (more like attempted to make fondant) for my Birthday cake and got sticky powdered sugar everywhere! used a little apple cider vinegar on a paper towel and it worked like a charm. another time I spilled some apple juice (not a good idea) and forgot about it. since we had run out of our jug of apple cider vinegar, I just used some malt vinegar I had in the fridge. It got the same results.
The commonest type of vinegar used for pickling is either distilled white or malt (brown). Use white vinegar if you don't want malt vinegar to darken the colour of the pickled items (hard-boiled eggs, whole or sliced onions, and other vegetables, etc). The vinegar used to pickle beetroot would not matter as the strong dark redness of the beetroot would override a malt vinegar.
You cannot usually substitute balsamic vinegar for cider vinegar. The flavor profiles are quite different. However the chemical properties are similar, so the actual answer depends on the particular situation.
Malt vinegar
If you're preserving something, cider vinegar is probably a good substitution. Alternatively, red or white wine vinegar will still preserve but give slightly different results.
