Can you sue someone if they give you a piercing and something goes wrong?

That would depend on both where the event happened and what specifically "went wrong." If you were injured, then you would probably have a legitimate case to file a lawsuit. If the piercing just doesn't look quite the way you wanted it to, then since you didn't pay for it you most likely don't have standing to sue because you haven't been harmed (especially if the person who did this doesn't advertise that they perform this service professionally).
ADDED: Also, keep in mind, most reputable tatoo establishments require you to sign a release before they work on you. Check your local licensing authority for the applicable laws and refer to your copy of the release, (if you received one).

Added: Anyone can sue anybody for anything. However, generally you are required to sign a release of liability before the procedure takes place.
