it depends on the Zoning regulations in your country

for the City Area like New York City it's ok to have commercial and residential built in the same place or near each other. these are only applicable on areas with compact population

but for the not so populated areas local governments along with their civil engineers goes with a zoning plan for a livable city... most cities build Central Business Areas for commercial establishments while the surrounding areas were residential houses.

this zoning would benefits the community living in the area to avoid community issues such as noise pollution and crimes.
