No. It's the alcohol content and amount that gets you drunk. Temperature does not affect that.
Temperature, affects how fast the alcohol digests. Cold alcohol, will be warmed to the bodies temperature by the stomach, before being digested. Warm alcohol, can be digested quicker.
If it hits extreme temp possibly like sitting in the trunk of a car or in direct sun light for a long time. Most beers that go from chilled to room temps are fine, if they weren't beers dilevered in the winter months then stored on a unrefrigerated shelf would all be bad.
Avoiding any extreme temperature is good while storing beer, especial the warm ones. However, taking a beer out of the fridge and then putting it back in will not affect the beer's taste. Distributors put beer through these temperature changes all of the time.
Yes, if the bottle or can remains unopened.

Because you can taste the flavours better. A better question would be, why are Americans obsessed with freezing cold beer? It is well known that you can hide inconsistencies and bad flavours by making the beer very cold. It has to be a much better brewed beer if you are to drink it warm.
