The best way to understand them is to see how the index laws work with division.

xa / xb = xa-b : that is the rule.

Now let b = a.

So the left hand side (LHS) is xa/xa = 1 since any number divided bu itself is 1.

And the right hand side (RHS) = xa-a = x0

So you have x0 = 1.

Next, suppose that a = 0

then LHS = x0/xb which we now know is 1/xb

while RHS = x0-b = x-b

So that x-b = 1/xb
