New viruses come along regularly and this strain is one that has never been seen before, so it was expected to spread just as it has because it is new and no one had prior immunity. Because this was expected, the public health officials made warnings, guidelines for prevention, and began studies to learn how to control and prevent widespread fatalities. Concern about the potential of pandemic proportions of the flu was expanded into fears by many people. When people are afraid, they tend to worry about the worst case scenario. It is unlikely that this is a political or terrorist act, especially since no group has come forward claiming responsibility.
