No, in the time of the prophet Muhammad PBUH, different kind of people believed in the Quran & became Muslims, they were mostly pagans, some were Jews,Christians..etc.
Others disbelieved in the Quran & insisted on their disbelief.
As it's today, some believe & others don't.
