No, not explicitly. Thus the 13th Amendment was felt to be necessary, to make certain the former slaves were clearly citizens. The problem was in the wording of the 13th Amendment, which enshrined "birthright citizenship" as part of the US Constitution, which was an 18th century concept, one no other nation uses, and which is archaic and even bizarre in an age when a pregnant woman changing planes in the US might give birth to a child who could then claim citizenship, even though all but a few hours of its life and its parents' lives have been lived elsewhere.
