The main difference is the amount of coursework you'll have to complete. For a certificate of fashion design you could complete anywhere from 12 to 36 (or possibly more) credits, whereas with a bachelor's you'll complete over 100 credits - probably over the course of 4 years.
As with any design-related profession, your portfolio is just as important (if not more important) than academic degrees. Therefore, if you choose to complete a certificate program, you'll be responsible for filling out the holes in your portfolio with your own projects or as an apprentice designer. With a certificate you're looking at more on the job training (or maybe more trial and error), while with your bachelor's you'll experience a more complete education.

My guess is that a designer is one person that designs the clothes and a label is the brand of the clothes.
