He just arranged the only elements he had available in his day (not a lot) and arranged them based on patterns of # of protons, electrons, reactivity, etc. He didn't have an in-depth knowledge yet of electron configuration ;however, his "guess" turned out to have so many great implications that we now use his invention everyday everywhere.
