I believe in California, like in many places they do not. More than 5 million state and local government employees have been exempt from Social Security. Another 100,000 clergy are also exempt. But while, they pay no FICA taxes they pay into private or school system type retirement accounts. Some feel these are superior to Social Security accounts, but there are many factors to consider and that is by no means certain. They certainly do not get a free ride....they just pay to a different accumulation of "letters" under different sections of the IRS code. There were a number of attempts to end this, but more to help fund FICA than for any reason of unfairness or benefit to the teachers.
