Jehovah's Witnesses believe that God's word teaches the truth. In The Bible we are told that there are myriads on myriads (or millions) of angelic messengers in Jehovah's heavenly organization. If it's in the Bible, then we believe it! So, in a word, YES, we do believe in angels.
The short answer is YES!
However We do not believe that angels are loved ones that have died and gone to heaven.
The Bible is very clear that there are angels!

WORK OF THE ANGELS

For the Lord himself shall descend from heaven . . . with the
voice of the archangel. 1 Thess. 4:16, 17.
The Lord Jesus shall be revealed from heaven with his mighty
angels. 2 Thess. 1:7.
Are they not all ministering spirits sent forth to minister.
Heb. 1:14.
And there are EVIL ANGELS
We shall judge angels. 1 Cor. 6:3.
God spared not the angels that sinned, but cast them down to hell.
2 Peter 2:4.
And the angels which kept not their first estate . . . he hath
reserved . . .unto the judgment. Jude 6.
Satan . . . was cast out into the earth, and his angels were cast

Jehovah's Witnesses believe whatever the Bible teaches.
From the Bible we learn that Jehovah God did created angels, -- long before he created mankind.
Angels are a 'different' form of life; a different 'kind' of life. We might call them: 'Angel-KIND'. God is a spirit, and the angels are spirits like God. They exist outside the Universe as we know it. They were created before the Universe was created. Therefore they exist outside the laws of the Universe. They do not need heat nor light from the sun; they are not confined by the speed of light; they do not need gravity, or magnetism, etc. They do not have a body of flesh, blood, bones, skin, eyes, ears, feet, not even wings.
Since they were created long before the Universe was created; they have been faithfully serving Jehovah God for perhaps billions of years. They love their Creator, and have been kept busy doing whatever God requires of them; without being bored.
Some angels have been dissatisfied with Jehovah; they disobeyed him. They are called 'demons'; of which Satan was the first. Since they were not created 'immortal'; they will eventually have their existence taken away from them. They will NOT be tormented eternally.
The Bible was NOT written for angels. It was written for a new form of life, called: ManKIND. But no doubt, angels have their own instructions from Jehovah. Being a higher form of life, they do not need things written in a book. All they need to do is listen to Jehovah speak one time -- and bingo, it's set in their system. Then its just a matter of how they use their free-will.
We do not need to worry ourselves about angels. We have our own work cut out for us. The angels are observing how we youngsters respond to Jehovah's great LOVE. When we repent, they are joyful. When we rebel against God's righteous requirements, no doubt they are greatly saddened.
