All Volkswagen Golfs, Jettas, and Rabbits use a 12 volt ignition system. So their cigarette lighters operate off of 12 volts as well.
Because pretty much all cars come with a small device inside the adapter, that uses the battery power to heat up the device, allowing people to light their cigarette. A bit more info:Not too many years ago, all cars and trucks came with cigarette lighters, which were used for that purpose alone. This was before the advent of cell phones, ipods, laptops, GPS, etc., that required power from the car battery. As the use of electronics has become so common, the cigarette lighters have been changed to be used more for that purpose than lighting cigarettes.
Check your fuses in your fuse panel usually that is what is wrong when cigarette lighters and radios quit working.

Yes, all cigarette lighters are protected by a fuse. It may be using the radio fuse.
Usually, but not in all cases the power point and cigarette lighters in cars will work when the key is off, check yours to make sure, if you have the use of either then it will charge.
As far as I know, all vehicles world wide are 12 volt DC. I know of no vehicles except 6 volt vehicles made prior to 1955, that are not 12 volt.
Really you need to have more info on the liter. They can all range from a price of 12.00 to 98.00. But, it all depends on the liter itself.

OPEN THE GLOVE APARTMENT, AND THERE SHOULD BE TWO LATCHES THAT PULL DOWN TO SHOW THE FUSE PANEL
All lighters are 12 volts DC but depending on the vehicle some are hot when the ignition is off and some are not.
Check with a test light very carefully so as not to burn out the fuse...see if you have power at the plug behind the lighter at the connector harness, if so then replace the heat element, common on all lighters.
