It depends on the particular lowball form being played. In the most common form "ace-to-five low" they are not counted (nor are straights). In this form then the cards 5-4-3-2-A is the best hand regardless of suit.
In another, less common form, "ace-to-six low" the straights and flushes do count. Having such a hand would thus be a bad thing.
