They did have a nucleus . When they are formed in the bone-marrow, they contain a nucleus, but when the become mature it is replaced by haemoglobin in order to carry more oxygen.

they don't need it. RBC are made in bone marrow and destroyed in the spleen; they pick up and drop off gases based on oncotic pressures and concentration gradients. No control or maintenance tasks are done by the cell because that would require them to use the oxygen they carry there by defeating their purpose.

Red blood cells, white blood cells, and platelets are formed from the same pluripotent stem cells. The stem cells contain all the important parts to form the cell including a nucleus, but is undifferentiated (it does not have a specific job) and is uncommitted (it is not going to do anything specific). At this point it has the potential to become any one of the three types of blood cells. If it is to become a red blood cell, the stem cell goes through many steps in a complex series of protein and hormone interaction to become a committed proerythroblast. From here, it develops into a normoblast; the nucleus begins to shrink and most intercellular structures are reabsorbed by the cell. The last immature form the red blood cells are called reticulocytes; they contain a small nucleus and a mesh network of ribosomal RNA to maintain their now biconcave structure. Hemoglobin synthesis begins in the reticulocyes one day before they leave the bone marrow (where pluipotent stem cells are made and differentiated) and enters the blood stream. The cell will mature in a few days, at the point of maturation the nucleus is released in order to make room for the now fully functional hemoglobin molecule and so the cell finally becomes a mature erythrosite, or red blood cell.

No, not in humans. Other warm blooded creatures, birds for instance, have nucleated blood cells, but humans do not.
