No; that would be an awful lot of saluting and would cause a lot of confused civilians if you saluted everyone when walking down the street. But, at least in the Navy, the standard was to smile and return the salute if a civilian salutes you (as kids often do).

As Commander in Chief of the U. S. Armed Forces, the U. S. President outranks all other military officers. Even Admirals and Five-Star Generals when in the presence of the President must wait for him/her to answer their salute. I believe some Generals have had a problem with that, especially in cases involving a President who had never donned a uniform.

No, you do not salute a person unless they are a uniform. however, if you know they are in officer or a higher ranking person, show them proper respect and courtesy but do not salute.
