Filtered water is better for plants as it removes the chlorine and chloromides that are harmfull to the living cells of the plant. It also filters out heavy metals and many polutants that could be potentially harmfull and restores a relatively neutral PH. Unfortunately it also takes out many valuable trace elements and minerals that the plant needs to be healthy and strong. So it is a double edged problem. But to answer, filtered would be the best choice. Additional nutrients could then be added to give a more controlled water solution.

One part of my job is water treatment and purification. I would suggest the best water for plants would be water that is filtered through a 5 micron filter and then through some sort of carbon filter. The 5 micron filter would remove many pollutants, the carbon filter would remove chlorine and chloramines. Granular activated carbon would be the choice, AKA GAC, but then again most carbon you see that is used for water filtration is GAC, including the carbon you see in carbon filters for fish tanks. One thing that might also be present in water, depending where you live, is a high iron content. Many water filtration companies such as Siemens, Culligan and MarCor make iron filters also.
Most plants will grow better with filtered water.
If you are gardening outside filtered water is not necessary considering rain fall is not filtered. However if you have a greenhouse filtered water may be your option to help grow your plants bigger and brighter

Soil has many inorganic and organic materials that can be used by the plants for their normal functioning. Soil also helps in hardening the root area so as to facilitate proper adhering of the plant to the ground. On the other hand, water has lesser amount of nutrients in it. Plants thus get less nutrition and do not grow well. But plants can be made to grow well in liquid solutions containing proper ratio of nutrients. This process of growing healthy plants on a liquid media without the soil is called hydroponic cultivation.
