Not really. It is a National Historic Site controlled by the National Park Service, so the Feds can be obliged to pay for things.
However, the management and maintenance, etc., is handled by a charitable foundation, which through the $4 entrance fee, donations, gift shop sales, and benefactors (some have given very substantial gifts), basically is charged/entrusted to run the place out of it's own budget and funds.
