There is also a plan within the Department of Transportation, congress and the trucking manufacturers in the United States to install "Black Boxes" such as they have in airplanes and if they do start installing these into all trucks then the answer will most definitely be yes.

It has been rumored, but not confirmed, that trucks already have the GPS locators installed and began in 1996 but no positive proof exists that it actually has been done. I tend to disagree because it would be a perfect tool for repo men who make their living on being able to find vehicles.
