You should use the appropriate oil for the type of motor it is. 4-strokes should have 4-stroke oil and 2-strokes should have 2-stroke oil.
my friend bought a used 4 stroke 4 wheeler and the first day the oil started shooting from the head,she took it back and he ran hoses from crankcaase to head, and the previous owner told her to use 2 stroke in crankcase.makes no sence unless hes rigged it up to work temporaraly.
4 stroke fuel is straight petrol, it does not have oil in it! If you use it in a 2 stroke engine you will seize the motor. 2 stroke fuel has oil added to it.

if your scooter has a engine oil dip stick then it is a four stroke. if it has a oil tank that you have to put oil in then it is 2 stroke.
There is no difference in 4 stroke and 2 stroke oil, except that 2 stroke uses non-detergent oil. 2 stroke oil is actually 30 weight non-detergent (30wt ND) oil. Oil with detergents will leave deposits in 2 stroke cylinders, and is not recommended.
what is the application? if it is an ATV 10-30 or 10-40 will work but use ATV motor oil because it has different additives than automobile oil. If your application does not have an oil filter use anon detergent oil.

It is possible to use 4-stroke oil in a 2-stroke engine in an emergency situation. You should not use this oil in the long term as it will damage the engine.
With a 2 stroke engine, you mix the oil with the gas. With a 4 stroke engine, there are separate tanks for the oil, and the gas.
Probably however the oil is usually only in the petrol with a two stroke motor.
If it is a 4 stroke then use SAE 10w-30 100% synthetic. If it is a 2 stroke use a 2 stroke 100% synthetic oil.
