You save the game by talking to a man wearing a long coat and traveling with a fox. He appears in all of the towns and dungeons and is basically a living save point. He doesn't walk around and appears in predictable locations. (Before boss fights, near the inns, etc.)

You cannot buy Stream Capes. You can find one in the Liberte whirlpool caves, and you can steal them from the Ice Dragon boss. If you are past both of those points, then I am afraid you have missed that item.
