Yes, but this only because the question is phrased in such a way to preclude a "no" answer, not because such an improvement is necessarily likely.
First, the term "great nation" is incredibly vague. It could mean: (a) a nation that is developed, (b) a nation that has a strongly exportable culture, (c) a nation with many wealthy individuals, (d) a nation that respects all of its minorities and embraces human rights, (e) a nation whose political structure is enviable, (f) a nation that embraces the tenets of a particular religion, (g) any combination of these and/or others.
More importantly, the term "potential" is problematic. A drug addict has the "potential" to become a corporate executive; the achievement is possible. That does not make it likely. Iraq has the possibility of eventually becoming any of the above definitions. Of them, (c) is most likely followed by (f). (a), (d), and (e) are significantly less likely. However, none of these results, other than (c), is really probable in the short term.
