The probability of that is very low. The two moons of Mars (Phobos and Deimos) certainly exhibit some highly unusual characteristics. Their orbits, periods, specific gravities, and shapes deviate from solar system averages by many sigma in most measurements. Based on the close-up photos we have been shown so far, they have the appearance of natural satellites or asteroids. However, in the spirit of open-mindedness, we can say that if there are any artificial moons, or asteroids hollowed-out and converted into vessels, these would be the best candidates.

Phobos does not have an atmosphere because there are no atmoshperic gases .

Yes, all objects have gravity. Phobos is not very large, so its gravity isn't as strong as we have here on Earth.
