No it will not work because the PC monitor is connected to the computer for it to work and it does not work by itself. A PC Monitor is not a TV and it takes a TV to be able to connect a PS2 or a DVD Player and watch it

You can easily watch Willow TV in your ROKU device you just need to go your home screen on ROKU. Select the streaming Channels and search Willow TV and add to your ROKU
Yes you can, depending on what TV you buy. Most TVs which are flat screen in present time do configure to be a monitor for Desktop PC. The TV doesn't even have to be an expensive one, my Magnavox was cheap and works perfectly as a Desktop PC.
