A democracy does, because if people want to have a voice in the government and they want to choose who will be their ruler, they will want to move to that empire and therefore, the empire will grow and grow until it has reached its highest point or they are destroyed during war/a battle.
A republic may be more workable for a growing or expanding empire as it can provide a system of checks and balances to prevent abuse of power and ensure stability. Democracies, on the other hand, may face challenges in decision-making and governance with a large and diverse population in an expanding empire.

These are two different terms. A republic is a system of government; an empire is a group of countries under one control. Rome was an empire long before it had an emperor - the republic ruled an empire covering half of Europe.from Spain to Greece. The republic was a limited democracy ruled by the Senate, The next phase did away with the limited democracy and for 200 years became a power-sharing arrangement between emperor and senate.
A representative Democracy, /The USA started out as a Republic and so did Ancient Rome. However it seems that from both of those examples a Republic always becomes an Empire.
Im not sure, United States of America is not technically a democracy though, because it is a republic, like the Roman Empire was.
