I have not heard that cutting your hair decrease hair loss, but as far as shedding goes, keeping your split ends cut help keeps the split ends from splitting all the way up which can cause a few hair sheddings.
It has been noted that if you have split ends it is best to cut them off.
That promotes healthy hair growth.
