You've answered your own question! Military personnel are REQUIRED to qualify periodically in weapons. Your newest qualification level replaces the older qualification badge for the same weapon.

It means they qualified as a Sharpshooter on their last recorded rifle range qualification. Sharpshooter is one step down from Expert, and means they hit between 30 - 35 targets out of 40, if I remember correctly.
