iPods are designed to synchronize with your iTunes library. So anything in your library will be reflected in your iPod and vice versa. That said, you can also choose not to resynch, but you won't be able to make any changes to your iPod library if you do that. Apple designed it like that to prevent music piracy, so you can't simply go to a friend and get 5 gigs of free music.
There is a way around it however. It is a program called iTunes Plus. The program allows you to effectively hijack your iPod and make it more flexible. I had my entire library on a computer in Germany, then I moved back to the USA, and ran into the problem of resynching, this program was the best solution I found at the time.

No, you can not; to connect your iPod to another iTunes, you have to put in their password and connect your iPod to their iTunes. When you do that it will ask if you want to "sync and erase" or "cancel". If you click on "Sync and erase" then all of you songs will be gone and you will have their songs because you can not fuse two accounts.
