It depends on what your comparing it to. Say there is a paint ball 60% water and 40% other and the glass of water it is in is 75% water and 25% other. The glass of water would have a higher concentration than the paint ball. The water in the glass will go into the paint ball making it enlarge, called osmosis. Osmosis is when water goes through an area of high concentration to an area of low concentration, like when the water went into the paint ball. This made the concentration levels even. I hope I didn't make your brain explode, I just took a class on this about 3 days ago.

Molarity is moles/liter. Water is about 18 grams per mole, and 1000 grams per liter. so divide it out, 1000/18 = 55 moles/liter or so. You can do this more accurately if you get exact numbers off the Periodic Table etc.
