NO If you are talking about the DA's office secretary, no he or she can not make that judgement, and does not have the power or legal right to make that call. Only the District Attorney can make that Final call or other prosecutors under the DA with her agreement. Although, understand that the DA also has alot of faith in her prosecutors and because they will know their cases much better, they may in fact have a better idea of that specific case.

The plural of District Attorney is "District Attorneys." For example, New York City has several District Attorneys, one for each borough. If all of New York City's District Attorneys met with the Mayor to discuss crime, you would say "All of New York City's District Attorneys met with the Mayor to discuss crime. Conversely, the plural for Attorney General is "Attorneys General." It isn't "Attorney Generals." If all of the past living Attorneys General met with the President to discuss crime, you would say "All of the past living Attorneys General met with the President to discuss crime. See the related link below for listings of District Attorneys throughout the New York State.
District attorneys (also called state's attorneys or prosecuting attorneys) are usually elected at the county level, so there is only one district attorney per county. The district attorney may be a part-time job in a small county, or he may head a large office of deputy district attorneys. The size of the district attorney's office is determined by the population of the county, how many cases they have to handle, and the local budget.
It depends upon the size of the District Attorney's Office. In large jurisdictions, there may be an extensive support staff including multiple paralegals.
