The speed of light in empty space is constant, i.e., always the same. However, the speed of light in another medium can change. So, if a planet has a denser atmosphere than Earth, the speed of light will probably be slightly less than here.

Yes. To be more precise, the acceleration is different on different planets. For example, on Earth, acceleration is 9.8 meters/second/second (usually expressed as meters/second2), meaning that each second, the speed will increase by 9.8 meters/second (assuming air resistance can be neglected, of course), while on Mars, acceleration due to gravity is 3.7 meters/second2.
