Yes, that would be expected. Starting the motor takes a great deal of current, headlights much less.
If it isn't turning over then it may be a problem with your starter motor. If it is turning over but not starting then it could be a range of things. Fuel pump would be one thing to check. If you turn on headlights and they are very dim then it could be that your battery is very flat (but enough charge to still run the dash lights as they are a much lower power rating then headlights etc)
First check you battery. Use a volt meter must have more than 12.2 volts, if under 12 volts, charge or change battery. No volt meter, then turn on your headlights, if good, then check shifter, in park and in neutral. If no headlights, charge battery.

You could have a short in your electrical system, your battery might need a charge or be replaced.
could be many things. alternator not charging battery. battery not taking a charge. fouled spark plugs. most likely its the charging system. try starting the car with the headlights on and see if they dim severely. check your battery with a tester. give more details. good luck
Your alternator may not be putting out enough Amps to charge your battery and run your headlights as well. You can test this by measuring the voltage from the battery with a multimeter. With the car running the volts should be around 14 or more on a 12 volt battery. Try it with the lights on too.
if it slips, then it does not charge the battery, and you might not make it home if you are driving home at night with the headlights on.
Sometimes the bulbs dim with age but usually dim headlights are the result of a poor ground connection, probably at the battery terminal, or a bad battery or poor alternator output. Your local auto parts store professional can check your battery and alternator for you at no charge. Good luck
I'm not a mechanic / technician but if your battery is overcharging or the headlights are too bright so people are flashing their headlights at you when you are just using low beams ( it sounds like a voltage regulator problem )
If it is a continues clicking sound you here it is probably the starter solenoid. This does not mean the solenoid is defective, it means either the battery is low on charge or you have a bad connection from the battery to the starter. Turn the headlights "on" and try to start the engine. If the lights are bright when you are doing this, you probably have a bad connection. If the lights are dim when you turn them "on", check the connections to the battery, if the connections are good, the battery is low on charge. Next, check your battery and charging system.
