In the manga and second anime (Brotherhood), Wrath is the true identity of Fuhrer King Bradley, who in the first anime was the homunoculus Pride (who in the manga is the true identity of Selim Bradley, the Fuhrer's son).
Wrath was the true identity of the character King radley, the leader of the Amestris's military. He develops a mother-son relationship with Sloth, and battles against Gluttony.

Most likely not. Wrath from the first FMA was made from Izumi when she tried to bring her son back, but in FMA Brotherhood, the way to make a homunculus is different. They could use a character similar to him if the current Wrath is killed, but that replacement type is highly unlikely. (I did like Wrath from FMA though XD)
Wrath made his debut at the very end of episode 28 (the very very end) and then was fully introduced in episode 29. Episode 28 is "All is One, One is All" and episode 29 is "The Untainted Child".
Alchemists are human, and since homunculi aren't really human they can't perform alchemy. Wrath on the other hand, has Ed's arm and leg - the very same ones he lost when they tried to resurrect their mother - and so he can perform alchemy.
