If heated at the top only, all heat is absorbed by boiling (vaporation) and warm water is lifted up by its lower density than the more dense cold water stays under, downwards. This colder water does not conduct the 'top' heat very well and also the glass tube is a good insulator. So it takes a long time to heat up the bottom.
