Yes, the movie was adapted from a book of the same name. The book was much more basic. It basically used the concept, but the story in the movie was almost completely new.
In the beginning of the movie, the city in 'Cloudy with a chance of meatballs' was called Swallow Falls and was famous for its sardines.
Towards the end of the movie (once it was becoming a tourist attraction due to food falling from the sky) the name was changed to Chew And Swallow.
Neither is a real place.
