"ECM" stands for "Error Correction Mode". Most modern fax machines do support this, but there are still millions of older machines in use that don't. Typically, if you send a fax from an ECM machine to another ECM machine, they will "negotiate" to use ECM. And conversely, if an ECM machine calls a non-ECM machine, they will negotiate to not use ECM (since all ECM machines can "fall back" to non-ECM mode). In general, using ECM will produce a "cleaner" fax with fewer errors, even over a "noisy" phone line (that is why ECM was invented). Non-ECM machines do only minimal error checking, essentially just sending the encoded image and "hoping" it gets there intact. Strangely, this works most of the time, but also results in "glitches" on the received fax, as well as occasional failures caused by poor line quality. ECM can often compensate for those issues.
