The "he" referred to is King George III of Great Britain, the document this quote is from is the United State's Declaration of Independence. Which was written years after the seven years war between France and Britain across the globe, after the war (peace) soldiers were supposed to return home, but the British government decided to have them stay; that act made the colonists feel like they were under martial law, and the colonists were required by law to allow the soldiers free reign of pretty much anything. This act was also one of the reasons that the American Revolution against Great Britain happened.
